It shows up in the more serious loot sources, and turning a Black Box into a stack of these feels much better than dumping everything into one more ordinary payout. If a high-end recipe is already waiting, this is the sort of cargo you notice immediately.
You get these from stronger loot sources like Ironclad salvage and buried treasure, and a Black Box can also be turned into a stack of them very quickly.

If there is no real plan for it yet, it can still lose to the usual extraction basics. T3 progress feels great, but only after you actually make it out.
